오래된 아파트에 살아본 사람은 안다. 여름철 음식물쓰레기의 악취가 하수관을 타고 퍼지면서 주민들을 자극한다. 음식물쓰레기가 누적돼 하수관이 터지면 예민함은 극에 달한다. 책임 공방과 ‘범인’ 색출로 번지며 아파트단지의 평화를 위협한다. ‘아파트공화국’ 대한민국에서 ‘주방용 오물분쇄기 규제법’(하수도법 개정안)이 발의된 배경이다.
해당 법안은 불량 주방용 오물분쇄기의 퇴출을 목표로 한다. 법안이 통과되면 현행법상 ‘특정공산품’이었던 주방용 오물분쇄기는 본명을 찾는다. 현행법은 하수 수질을 악화하는 일부 제품의 제조나 사용을 제한할 수 있다면, 개정안은 환경부 승인이나 인증 받지 못한 제품의 제조 등을 원천 금지한다. 또 제품 인증과 인증 취소, 정기 검사, 인증 수수료 등 관련 규정을 현행 고시에서 법률로 상향 입법 했다.
